Unable to install .NET Framework 3.5 on Windows 10 computer; No longer installed by default

Potential Symptoms

  • Venus 1500 V4.22.3 won't install on the computer.  
  • Planning section of SQL2014 installer shows that .NET Framework 3.5 is not installed.
  • Unable to install .NET Framework 3.5 on Windows 10 computer.
  • Various errors may populate at different points in the installation attempt. SQLCMD returned error code: 1 might be one of the errors.
  • During the running of the SQL Planning System Configuration Checker, received an error - Microsoft .NET Framework 3.5 Service Pack 1 is required. (.NET will not update/install)

Cause

  • Some instances of Windows 10 no longer install .NET Framework 3.5 by default.

Resolution

    • Install .NET Framework 3.5 by using one of the following:
      • Option 1:
    1. Open the start menu.
    2. Type in "Windows Features" and press Enter.
    3. Select the ".NET Framework 3.5" check box.
      Windows Features
    4. Select Ok.
    5. Follow any prompts during installation.
    6. Restart computer.
    • Option 2:
    1. Open a command prompt as an administrator.
    2. Type DISM /Online /Enable-Feature /FeatureName:NetFx3 /All
    3. Press Enter.
    4. After installation is complete, restart computer.
    • Option 3:
    1. Access registry editor.
    2. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU.
    3. In the right-pane, if the value named UseWUServer exists, set its data to 0.
      1. Right click than hit modify.
    4. Exit Registry Editor.

    5. Reboot the computer.
