Digital billboard brightness can remind you of Goldilocks and the three bears. You want it to be just right—not too dim during the day and not too bright during the night.

Due in part to our Sign Legislation team and demonstrations they conducted, two jurisdictions now have appropriate brightness regulations under which digital billboards can operate effectively.

In 2013, the legislation team demonstrated digital billboards’ ability to brighten and dim to government officials in Columbus, Ohio, and in Puerto Rico. They also explained the industry’s recommended brightness regulations, as well as showed them how to enforce these regulations in the field.

Recently, both jurisdictions passed regulations in line with the industry standard (.3 foot candles above ambient light levels when measured at distances determined by sign size).

Before the demonstration, Columbus had been looking into regulations of 2500 NITS during the day and 250 at night. In Puerto Rico, the original legislation looked to ban LED signs that illuminated residential areas.
